
The City of Montebello is studying an Enhanced Infrastructure Financing District (EIFD) as a potential tool to fund improvements along Whittier Boulevard, Beverly Boulevard, and Washington Boulevard.
An EIFD uses a portion of future property tax growth, without creating a new tax or raising existing tax rates, to fund local public projects.
The study will evaluate potential improvements such as safer streets, better infrastructure, parks and open spaces, small business support, and affordable housing, while exploring opportunities to partner with Los Angeles County for additional funding.

This project is funded and managed by the Southern California Association of Governments (SCAG) with Regional Early Action Planning of 2021 (REAP 2.0) grant funding from the State of California Department of Housing and Community Development (HCD).
